In 2004 the EU grew from 15 to 25 member states and in 2007 Bulgaria and Romania joined to bring the present total number of member states to 27.
EU entry is an important factor in improving animal welfare. On joining new member states have to implement and enforce EU directives on the rearing, transport and slaughter of farm animals, and on research animals.
RSPCA International works to help member states and candidate countries to achieve the required standards and in some cases, has supported countries to adopt their first ever animal welfare laws.

With dynamic economies and rapidly changing social structures, China and other countries in the region have the potential to make great progress in the field of animal welfare. The concept of animal welfare has seen a surge of interest from the government and the wider public that has enabled cooperation with RSPCA International on a wide range of projects including animal welfare education, farm animal welfare and inspectorate development.

In 2008 RSPCA International launched its first new projects in Africa, in Malawi and Zambia, integrating our animal welfare work in developing countries into human development and wildlife conservation programmes to ensure that our activities benefit animals, humans and the environment.
