Under the Control of Dogs Order 1992, while on a public highway or in a public place, every dog must wear a collar.  The name and address of its owner should be inscribed on the collar or on a plate or badge attached to it.

Exceptions to this rule are:

  • Packs of hounds 
  • Dogs used for sporting purposes 
  • Dogs used for driving/tending cattle and sheep 
  • Dogs on official duty with HM Forces, Customs & Excise or the police 
  • Dogs on emergency rescue work 
  • Registered guide dogs for the blind.

If the rule is broken, an owner of a dog or any person in charge of it and any person allowing the dog to be on the highway or in a public place, would each be guilty of an offence.
